2018 HB 5394: An Act Concerning The Legalization And Regulation Of The Retail Sale Of Marijuana.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Secretary of the Office of Policy and Management, in consultation with the Chief State's Attorney and the Commissioners of Mental Health and Addiction Services, Consumer Protection and Revenue Services, shall develop a plan to legalize and regulate the retail sale of marijuana in the state. Said plan shall include, but not be limited to, the most cost effective means of implementing (1) such legalization and regulation, and (2) substance abuse treatment, prevention, education and awareness programs and measures. On or before October 1, 2018, the secretary shall submit such plan, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies, the treatment of substance abuse, criminal law, revenue and consumer protection. The plan shall include recommendations for legislation necessary to implement such plan.
